Hi
The water wont make the glue flexible, just increase the time it takes to dry.
Textile glue or other sorts that remain flexible, go to a better hard-ware store, they can help you.

I can see how my sentence could be read like that, my grammar isn't too hot.
But I actually meant glue that stays elastic after drying, I think it is based on PVAc.
The one I am thinking of is Ponal Classic.
I've found some UHU textile glue which I guess might be more fitting, although I am not sure how heavy it is, or whether it can be diluted..
